Much of the North Kohala coastline is in the state Conservation District and also the Special Management Area but that does not necessarily protect it from development. In fact, residences, in some cases very large residences, are specifically allowed in these land use districts. The year and a half struggle over Pao'o centers around the right to use the conservation district for residential development. Read more..
